This full-time, professional position involves planning, coordinating, and evaluating the activities of a library service area, as mandated by the Code of Iowa, and under policies established by the Board of Trustees. The Library Service Area provides services to member libraries in a nineteen county area of Southwest Iowa; services mandated by the Code are: interlibrary loan, reference, consulting, and continuing education. Consults with member librarians and trustees.

Essential Job Functions

Serves as technical advisor to Board of Trustees and assists them in developing policies for operation of the Library Service Area and administration of services to member libraries, on an ongoing basis.

Hires, supervises and evaluates Library Service Area personnel. Personnel performance is formally reviewed annually and administrator makes recommendation to the Board of Trustees regarding salaries.

Oversees financial operations of the Library Service Area, on an ongoing basis, in accordance with the Southwest Iowa Library Service Area Investment Policy.

Prepares draft budget for Board of Trustees, and administers budget as adopted by the Board.

Coordinates, administers, and promotes Service Area programs and services in accordance with Board policies and the Plan of Service.

Provides professional assistance to local librarians and trustees in assessing their needs, identifying appropriate actions, and implementing projects.

Consults with local librarians and trustees.

Seeks grants to fund programs, and administers grants.

Participates in statewide planning and development committees and professional organizations; assists in development of Plan of Service.

Is responsible for administration of physical facilities and all functions necessary to the ongoing operation of the Library Service Area, including insurance coverage, annual audit, etc.

Supports intellectual freedom.

Works with State Library, other Library Service Areas, and other agencies, or committees thereof.

Other job functions

Assists, as necessary, with implementation of interlibrary loan and reference in order to facilitate timely processing requests during peak activity.

Teaches workshops (occasionally, as necessary) and presents programs and information at meetings of librarians and trustees, as requested.

Knowledge, skills, and abilities requirements

Knowledge of library management and ability to apply that knowledge in administering service area programs; familiarity with planning principles; organizational and time-management skills; ability to speak and write effectively; ability to work with people in both difficult and ordinary work situations; ability to react to change productively and to handle other tasks as assigned. Knowledge of state and federal laws related to libraries.

Supervisory responsibilities

The Administrator supervises all personnel of the Library Service Area and works with administrators of such agencies with which the Library Service Area may contract for services or personnel to ensure that quality service is being provided through those contracts.

Minimum requirements

Masters degree in library science and 5 years as professional librarian, with a minimum of three years as director of a library or as a library consultant; ability to get to and attend meetings, workshops and on-site visits to all member libraries; working knowledge of computers and automation principles.
