Minutes of the Meeting by Electronic Means
Southwest Iowa Library Service Area
July 1, 2003
9:00 a.m.

Called to order at 9:01 a.m. by Chair Mefferd. Roll call: Stanger, Teget, Nichols, Mefferd, Coulter, Brace, Administrator Burns.

New Business:

1. Purpose of meeting by conference call: to make timely decision on data line and Internet service, in light of CIPA decision and SWILSA's policy to not filter, and to coincide with office move.

2. Data line and Internet service. Burns presented quotes from 3 companies for DSL: Qwest, McLeod, and Alltel. The DSL is less expensive than the T-1 without e-rate discount. Burns recommended McLeod because of flat monthly rate, don't have to install/test new business line, SWILSA is current a McLeod customer and have experience with them. Teget moved, Nichols seconded to use McLeod for DSL service, including one-time costs. Unanimously approved.

Comments and questions: Reference contract with Northwest Library Service Area. Burns and McKewon discussed overage clause in contract signed by SWILSA; NW LSA Board agreed to remove that clause. SWILS will pay flat $1200 for the year, as in previous contract. Signed contract sent to SWILSA is revised. Burns is considering the first contract to be the operational contract until SWILSA board meets again to approved revised contract.
