Meeting called to order at 1:30 p.m. by temporary chair Mefferd. Present: Teget, Coulter, Stanger, Mayberry, Weber. Introduction of guests: State Librarian Mary Wegner and Guy Brace, Corning Public Library trustee. Minutes of previous meeting unanimously approved (Teget/Stanger). Agenda unanimously approved (Stanger/Coulter). Bills from November 16--December 31, 2001, in the amount of $25,908.18 unanimously approved (Teget/Mayberry).

Administrative Services Report. As written, plus: have let bulk mail permit expire since we no longer mail newsletters; Burns will be attending Public Library Association conference at her own expense; distribution of documents on LSA roles, Quick Facts (FY01 statistics), web hit counts.

Committees and Activities:

1. Policy Committee. Committee is working and will report at next meeting.

2. Satellite access grant--cancelled; vendor changed policy and does not serve libraries
3. FY2002 budget--no revisions.
4. E-rate funding Year 5--Telecommunications contracts. Discussion of T-1 vs. DSL for SWILSA office. Teget moved to remain with T-1; further discussion of Internet access. Coulter seconded motion, unanimously approved. Coulter moved, Teget seconded, that the SWILS office will not filter the Internet, continuing policy of previous SWIRLS Board. Roll call vote requested: Ayes: Coulter, Stanger, Mayberry, Mefferd, Teget, Weber. Nays: none. Mayberry moved, Coulter seconded, to continue with McLeod for local and long distance telephone on a 36 month contract; unanimously approved.

1. Audit report. Report is being sent; do not anticipate any problems/concerns.
2. Technology Plan, Long Range Plan. Draft of revised Technology Plan presented; unanimously approved (Teget/Stanger).
